Com o advento da internet, as empresas de comunicação deixaram de ter exclusividade na publicação de fatos e notícias. O Jornalismo Cidadão ganhou força nos últimos anos a partir do advento das ferramentas de edição e publicação online como os blogs. O surgimento destes propiciou a qualquer pessoa (mesmo sem habilitação técnica) ser um repórter, participando da esfera social.
Enquanto que o jornalista profissional seleciona as notícias a serem veiculadas, o cidadão repórter não está subordinado as normas deontológicas do jornalismo., ou seja, publica todo e qualquer tipo de informação contribuindo com a sociedade ao que tange a variedade de informações. O mesmo, porém, está subordinado à ética que é universal: “A ética do Jornalista, é a mesma ética do cidadão comum”. (Jornalista Claudio Abramo).

Conforme Cheila Sofia (2008): “Informação é uma vertente da Liberdade de Expressão e traduz-se no direito que os indivíduos têm de investigar e de chegar às fontes informativas e na liberdade de emissão e de recepção”. Dentro deste panorama já que não mais existe uma fronteira entre o comunicador e a massa receptora de informação, pois quem recebe a noticia pode também ser emissor da mesma.
A autora ainda afirma que “As novas tecnologias da informação e da comunicação oferecem meios de expressão aos cidadãos comuns, sendo-lhes mais fácil exercer a sua cidadania e que Hoje, o cidadão escolhe a informação que quer receber e quando a quer receber. Há uma nova forma de exercer a cidadania que é mais dinâmica. O indivíduo tem a capacidade de, ele mesmo, criar fluxos de informação personalizada e de se expor apenas às fontes de informação que seleciona e assim contribuir para a democracia.”
A função do cidadão repórter é tornar plena e livre a circulação de idéias e de informações, derrubando o monopólio sobre a comunicação e sua manipulação. Garantindo uma maior participação do indivíduo na sociedade e contribuindo para uma nova forma de socialização.
